A principal contractor is the contractor with control over the construction phase of a project involving more than one contractor. They are appointed in writing by the client (commercial or domestic) to plan, manage, monitor, and coordinate health and safety during the construction phase. This appointment is a requirement of the Construction Design and Management Regulations 2015 (CDM 2015).

A principal contractor, in close cooperation with the client and the principal designer, has an important role in influencing how the risks to health and safety are managed during construction work. This includes ensuring standards are understood and followed. P.A. Hollingworth & Co. is a family-run local business with many decades of experience. This means that the principal contractor is typically the entity that:

  • Contracts directly with the client or project owner to deliver the project.
  • Coordinates the work of all other contractors involved in the project, ensuring that their activities are planned, scheduled, and executed in a way that meets the overall project objectives.
  • Manages the project budget and financial aspects, including payments to subcontractors.
  • Ensures compliance with all relevant building regulations, codes, and standards.
  • Takes full responsibility for Health and Safety compliance.
  • Is accountable for the overall success of the project, including its quality, safety, and timely completion.

In essence, the principal contractor serves as the central point of contact and coordination for the project, ensuring that all aspects of the construction process are carried out efficiently and effectively.
